At the same time as the Space Planetaty Federation started, the Galactics Organization of Trades and Tariff,was created in order to protect the economic rights and profits of all people living in the galaxy. The duty of GOTT is to keep watch over the Economic activities of the various planetary governments and regulate illegal interplanetary trade. With the Warp Gate Net, the whole galaxy is operating as one economic area and the responsibility of the GOTT keeps increasing. In the early days, the main administration offices for GOTT was on earth, however. When Earth became protected in Start date 0171, the offices were transferred to Kolkia, the second largest city on the planet Aineias. Since then, Aineiais has prospered as the center of the galactic economy.

Armburst is the GU Inspector/Auditor assigned to GOTT ES members Eclair and Lumiere. Armburstalways appears to have some scheme or plot going on behind the scences mostly for good or decent causes(in his opinion), these plots sometimes clash with Eclairs belife in what is right and wrong resulting most of the time in Armburstbeing slapped or having a gun aimed at his face (never shot though), Armburst has a unique way of annoying Eclair and causig her heart ache. Armburst is a light smoker and always carries around his large black brief case that has mulitpe feature (unlimited space inside) Armburst can be quite deep and meaning full at times, and at others he can be quite annoying and sarcastic. It is not clear if Armbursthas a gaurd robot like the GOTT ES members.

Armburst appears to have some kind of romantic relation ship with Mecrcdi(Pfeilspitze) Armblast accompanied Eclair and Lumiere on multiple missions and aided them on multiple occasions uptill they were purged from the ES. His motives were unclear but Armburst sent a disstress call to the GOTT purging unit who was sent to 'purge' Eclair and Lumiere. During the attack On GOTT HQ Armburst was sighted on a roof top and picked up by local police, he then reappeared when Eclair and Lumiere reappeared and attacked Alv and Deverger, He used his case to help the two rescue their cloned doubles. it is apparent that Armburst's case is destroyed or used up in this event. Armburst then dissapeared from the centre stage only to reappear and save Chief Eclipse who had been injured aboard the Calliope by Alv's Deucalion. Armburst and Mercrdi did not engage in the battle with the Deucalion because Armburstbelived that 'there must be one person to tell the truth in the galaxy'

You would not expect it from her young looks, but Lumiere is a deep thinker with a cool personality. She has extraordinary deductive reasoning skills and gives a rather dry impression to those around her.

The name of her ability is "Puppet". With this, Lumiere has the power to hack into any computer or electronic device. She sends threads of light from her fingertips into electronic devices and mechanisms, and gains control. Like a puppet master controlling her puppets, she makes mechanical things move to her will. The limits of this power are unknown. She can even control all the functions of a battle ship. Her favorite foods are fruits and cheeses, but more than anything else, she loves grape juice. Her favorite word is "Continuity". The person she respects the most is secret. The person she has the hardest time getting along with is Eclair!? She constantly chides her boisterous partner, "Girls should be elegant".

Along with Eclair, on the outside she is officially assigned to the Guest Reception Department at GOTT main office. Despite being the youngest, she manages every duty brilliantly. For Lumiere, who has both a brilliant mind and the ability "Puppet", the duties of a receptionist are very easy. However, because of her apparent age, guests are often curious about her. As might be expected, there is no uniform that is Lumiere's size, so she wears a special order dress.

An outgoing and honest girl, Eclair is a member of GOTT ES. She is "C" Class and her ability is called "Power." This ability provides her with superhuman strength and speed, and her physical prowess surpasses even that of a battle cyborg.

Eclair doesn't like sneaking around or lying, and she is very exuberant. Even during special missions she will make an appearance with a loud "Ta-dah!" She likes to try to talk and appear mature, but can't quite carry it off.

The earring that she wears exclusively on her left ear works as a communication device and as the controls for the nanomist. Her favorite foods are carrots and celery and her favorite saying is "Que, sera, sera" (What's done is done, and tomorrow is another day), seems to perfectly capture the essence of Eclair.

Her partner is Lumiere. Both Eclair and Lumiere are officially assigned to the guest reception department, which takes care of all the reception duties for the GOTT main office. When they don't have a special assignment as members of the ES, they work, dressed as receptionists, at the information counter inside the main front entrance of the main office building.

She respects her direct supervisor, Chief Eclipse, from the bottom of her heart. When the bureau chief gives the command "E shift" for a special mission, they return to their original forms ES members who fly across the galaxy.
